I understand that this practice was established by Chief Justice Voules, and it is not very easy to suggest a better. For supposing the Official Administrator to receive and hold moneys from his account purposely to misappropriate any money or conceal it from other Appeals, I do not see how they could be traced under the system of audit.
But apart from theft of this nature, the Ordinance has provided against the misapplication by the Official Administrator of funds of which he admits the receipt. He is bound by Ordinance No. 1 of 1860 to pay into the Treasury every sum upwards of $100 within one month of its receipt, unless otherwise ordered by the Chief Justice; and he can only pay out on an order of the Chief Justice made upon petition of the Official Administrator.

There is nothing that I know of to prevent the Chief Justice from calling for the accounts at any time and satisfying himself that the law is obeyed. In view of the foregoing
